CIA Director John Ratcliffe, after returning from an unexpected and previously unannounced trip to Moscow, went to the White House, where U.S. Secretary of War Pete Hegseth and Chairman of the Joint Chiefs of Staff General Dan Caine were also present.

The three senior officials were seen leaving the West Wing of the White House after a closet meeting on Wednesday, August 26.

The photographs were taken by Washington photographer Andrew Leyden, while Radio Free Europe/Radio Liberty correspondent Alex Raufoglu also reported Ratcliffe’s mysterious appearance.

D Notice

The White House has so far disclosed neither the full list of participants nor the agenda of the meeting. It is not yet possible to say that it was specifically about a ‘briefing’ by the CIA director on his talks in Moscow. However, the top-level secret meeting took place immediately after his return.

Top Secret

Ratcliffe returned to Washington late Tuesday evening. His trip to Moscow was not announced in advance by either the White House or the CIA. It became known largely through flight-tracking data and videos that emerged in Moscow showing an American motorcade.

Intriguingly, journalists also geolocated video footage of a motorcade with U.S. diplomatic license plates travelling along Novy Arbat near Russian military agencies. At around 5:30 p.m., the aircraft left Moscow and returned to Riga.

The Kremlin Leaks

The following day, the Kremlin officially confirmed for the first time that the CIA director had held talks with Russian intelligence officials.

Russian presidential spokesman Dmitry Peskov said there had been no meeting between Ratcliffe and Vladimir Putin.

‘Contacts between the intelligence services are in themselves a positive phenomenon, a positive process,’ Peskov said.

The results of the talks were immediately reported to the Russian president.

No Comment

‘Of course, President Putin is immediately informed about everything,’ Peskov said, whilst declining to disclose which specific issues had been discussed.

U.S. President Donald Trump also confirmed the trip, but sought to lower the temperature around the speculation it had generated.

When asked whether Ratcliffe might have brought Moscow a warning about a possible Russian attempt to test NATO’s resolve or discussed support for Iran, Trump replied:

‘None of the above. He’s there, you know, on kind of a semi-routine trip.’

Ukraine Connection

The president’s very next sentence indicated that Ukraine, at least, was part of the mission’s context. ‘Something could come out of it. We’re trying very hard to end this war,’ Trump said.

A senior Ukrainian official told the Associated Press that the United States had notified Ukraine about a delegation’s trip to Moscow and asked Kyiv not to strike Moscow, St. Petersburg, or certain areas of northern Russia before the delegation’s departure.

Classified

Exactly what the CIA director discussed in Moscow remains classified. However, the trip took place amid several simultaneous crises in which channels between U.S. and Russian intelligence services could be of particular importance.

Not Routine

Glenn Howard, chairman of the Saratoga Foundation and a Russia expert, believes the very level of the visit rules out interpreting it as a routine technical contact.

‘CIA directors don’t go to Moscow unless they need to ask for something,’ Howard said, adding that the head of U.S. intelligence would not fly across the Atlantic if the matter were not important.

The composition of the officials seen at the White House after Ratcliffe’s return is therefore particularly interesting.

Department of War

Hegseth heads the U.S. military establishment, while General Caine is the highest-ranking U.S. military officer and the president’s principal military adviser.

Caine is connected not only to the Pentagon. Before being appointed chairman of the Joint Chiefs of Staff in April 2025, he served as the CIA’s deputy director for military affairs.

The Godfathers of War

Thus, after the Moscow mission, the White House simultaneously brought together the CIA director, the head of the U.S. military establishment, and the president’s senior military adviser, who had himself previously served in the CIA leadership.

First CIA visit in five years

Ratcliffe, Hegseth, and Caine have already participated together on several occasions in Trump’s most closely guarded national security meetings.

Ratcliffe’s latest trip was the first publicly known visit by a sitting CIA director to Moscow since November 2021.

The current visit by Ratcliffe can therefore confidently be described as rare, but its precise purpose remains unknown.
