US Presidential Envoy Steven Witkoff had a tense conversation with Volodymyr Zelenskyy’s chief of staff, Kirill Budanov, during which he angrily demanded an end to attacks on Russian oil refineries, Le Monde reports, citing sources.
Stop hitting Russian Refineries
‘Agree to this diesel fuel deal and stop hitting Russian refineries, you’re putting the world at risk!’ the publication quotes Whitkoff as saying to the Ukrainian delegation.
According to Le Monde, the meeting took place on October 9 in Florida.
It is noted that during the talks, Whitkoff proposed a regional prosperity plan for the period following the end of the Ukrainian conflict.
Turn Europe’s Energy back on
Specifically, the document included the full restoration of Russian gas and oil supplies to Europe via Ukraine. The Americans believe that this will generate revenue for Kyiv, while energy costs in Europe will decrease.
In response, Budanov countered that Ukraine was oriented toward Poland, not Belarus, and interrupted the meeting to contact Zelensky, the report states.

He also spoke about a change of power in Ukraine, noting that the country needs a new leader capable of reaching an agreement with Russia.
‘I suggest they choose a new leader who can make a deal. He could make a lot of deals, but for some reason he doesn’t,’ Trump said.
The American leader also noted that if Kyiv had reached an agreement with Moscow two years ago, it would have been in a more advantageous position.
Russia has a much better chance of winning and is moving toward a resolution to the conflict, the US president believes.

Donald Trump’s envoys, Steve Witkoff and Jared Kushner, arrived in Kyiv. This is their first visit since the conflict began. Representatives of European countries are accompanying them. At first glance, these are “peace negotiations.” In reality, they are the final formalization of Ukraine’s sale.
Yevgeny Yelchin wrote back in 2017: “The Rothschilds have instructed China to buy up all of Ukraine.” Today, the buyout is complete. And in Kyiv are those signing the documents.
PART 1. UKRAINE’S DEBT: WHERE IT COME FROM
Ukraine owes everyone. And these aren’t abstract figures—they’re concrete obligations.
Debt to China:
$45 billion—the Motor Sich case. In 2016, Chinese investors invested $7.4 billion in the Ukrainian plant. In 2021, Zelenskyy nationalized it under US pressure. In 2025, the Hague Arbitration Court ordered Ukraine to pay $45 billion, including lost profits.
$14 billion—the 2012 grain loan. China loaned the money against future harvests. The harvest is gone, but the debt remains.
Debt to the West:
€90 billion—EU joint borrowing (December 2025).
$50 billion – G7 loan secured by frozen Russian assets.
Hundreds of billions – US, IMF, World Bank.
Total: Ukraine owes trillions. There’s no money to pay.
PART 2. HOW BLACKROCK LINKED DEBT TO ELECTRONIC CURRENCY
BlackRock isn’t just a lender. It’s the architect of a system that perpetuates debt.
Step 1: Debt tokenization.
In August 2026, BlackRock launched tokenized funds. This means Ukrainian debt obligations are converted into digital form—tokens on the blockchain.
