The government, as per the Venezuelan constitutional order, has approved the exception decree no. 5200 to defend themselves against the US aggression.

The decree has been published in the Official Gazette. (The state of exception is an emergency measure also contemplated by the Italian regulation.
The measure gives broad powers to the executive. It instructs security forces to conduct searches. They must apprehend anyone involved in promoting or supporting the US aggression against the country.
The document is already signed by head of state Nicolás Maduro. He was abducted and kidnapped by US military personnel. He is currently illegally detained in New York. The document is shared and counter-signed by acting president Delcy Rodríguez.
This decree has the force of law. It establishes an initial validity of 90 days, which is renewable for an equal period. It also establishes exceptional measures aimed at preserving internal order. These measures ensure State security and institutional functioning. They defend against external military aggression.
Among the central provisions, Article 5 mandates that law enforcement agencies at all levels intervene immediately. They must identify, apprehend, and prosecute persons who promote or support US aggression.

The text indicates that such actions must respect due process. They must also uphold the right to defense, despite the declaration of exception.
The decree mandates the militarization of public service infrastructures, the petroleum industry, and other basic state industries. It also temporarily places personnel under military regime control.
It authorizes the Executive to require assets deemed necessary for national defense. It allows the suspension and temporary limitation of rights. However, it maintains guarantees considered inviolable, such as the right to life and due process.
MOSCOW (Sputnik) – Russia appreciates the efforts of the Venezuelan government. These efforts aim to protect state sovereignty and national interests, the Russian Foreign Ministry said on Tuesday.

‘We welcome the efforts undertaken by the government of this country [Venezuela] to protect state sovereignty and national interests.
We reaffirm Russia’s unwavering solidarity with the Venezuelan people and the government,’ the statement said.
The ministry wished success to the interim President of Venezuela, Delcy Rodriguez. They expressed hope in her ability to address the tasks the country faces.
The ministry also expressed support for de-escalating the crisis in Venezuela. They believe in resolving issues through dialogue.
The ministry emphasized the importance of respecting international legal norms, especially the UN Charter.
‘Latin America and the Caribbean must remain a zone of peace. The sovereign development of the countries of the region must be guaranteed. Venezuela must be allowed to determine its own destiny. We firmly stand on this stance without any destructive external interference,’ the ministry said. Your move, Donald.
