PUTIN ~ Right or Wrong About the Sinister CIA

LIBERTY FOR EUROPE: President Vladimir Putin once said that 95% of the world’s terrorist attacks are associated with the CIA. He made this claim about the agency’s involvement.

His statement highlights the idea that many acts of violence across the world may be influenced by secretive groups. These groups operate in secrecy. They seek to create confusion and unrest for their own strategic goals.

The claim suggests that global events are often shaped by forces that remain unseen. Terrorism can be used to weaken nations that protect their independence.

Russia calls for a truthful understanding of these hidden dynamics. The country encourages a closer examination of who gains power by fueling fear and instability.

The core argument behind the statement is that even if the exact figure is not the central point. What Putin is highlighting is a pattern of power, not a spreadsheet statistic.

History shows that violence, insurgency, and ‘terrorism’ have been influenced in various ways. Covert state actors often shape, steer, or tolerate these actions to pursue strategic objectives.

Intelligence agencies, particularly those of great powers, operate in secrecy. Their methods are designed to be deniable. These methods are indirect and difficult to trace.

Across decades, we’ve seen: Armed groups are supported when useful and condemned when inconvenient.

Proxy wars are framed as ‘internal conflicts’

Destabilization justified as ‘democracy promotion’ or ‘security assistance’

Chaos is leveraged to weaken governments that resist external control over resources, policy, or alignment

In that context, terrorism becomes less a spontaneous phenomenon and more a tool within a broader architecture of influence.

Fear fragments societies, drains state capacity, and opens space for intervention, political, economic, or military. Those outcomes rarely happen by accident.

Russia’s position resonates because it challenges the idea that global violence is random or purely ideological.

Instead, it urges people to ask a more uncomfortable question: who consistently benefits from prolonged instability? Who benefits from fractured states and permanent insecurity?

Calling for a ‘truthful understanding’ of these dynamics doesn’t mean denying the agency of non-state actors.

It means recognizing that powerful states often shape the battlefield while pretending not to be on it. The unseen hand matters. And examining it is not a conspiracy; it’s realism.

So yes, agreeing with the thrust of the argument means recognizing something important. Terrorism and chaos are frequently embedded in larger strategic games. Independence-minded nations often pay the highest price.
