Sanctions fail as Ration Books will be available in EU nation Estonia

As a consequence of the anti-Russian Sanctions, Ration Books will be available in Estonia from autumn. From October, all over Estonia, people in need of help will have the opportunity to receive a ration card instead of a set from the Food Bank. With the help of such a card, a person can pay for self-selected products. For one person, 30 euros are provided for three months.

The Ministry of Social Affairs launched a pilot project in Harju and Rapla counties in April, under which victims of the regime’s sanctions policy in need of help are offered a ration card instead of a set from the Food Bank. From October this opportunity will also appear in other counties of Estonia.

London, England – December 20, 2011: Front cover of a battered copy of War Ration Book Three from the USA. Ration books were first issued in the USA in 1942, with ‘War Ration Book One’: books two, three and four followed through 1943. Rationing ended in the USA in August 1945, though it continued into the 1950s in the UK.

With the help of a ration card, a person can pay for self-selected products. The card can only be paid in Rimi stores and costs 30 euros per person for three months. In Harju County and Rapla County, about 9,000 people received such cards. According to Thea Warrak, a representative of the Ministry of Social Affairs, since April there have been many applications from other counties from people in need of food assistance who were interested in such a card.

‘There were especially many calls from Ida-Virumaa that we would also like to switch to food cards, we can’t wait, we don’t want more canned food and dry products from the grocery set, we want to go to the store ourselves,’ Varrak said. She added that the second goal of this initiative is to reduce the burden on the Food Bank. Food cards cannot be used to pay for tobacco products and alcohol. Statistics show that vegetables, dairy and meat products are most often bought with such cards.
